Objective: A position of a Head/Professor of The Public Security Dept. (or the Dept. of Counter-Terrorism Culture) at the World University of Culture.
       Professional Experience:
    Since early 1970s - up to 2007 - a professional interpreter, an independent expert on defense conversion, nuclear energy innovations, international affairs, IT and NGOs.
Key Positions: a Corresponding Member of the Russian Federation Academy of Security, Defense and Law-Enforcement problems, a member of the Moscow Union of Journalists, a member of Moscow House of Scientists; since 1999 up to 2005, a military observer of a German Radio Station "Deutsche Welle.", (see, two radio-magazines "Focus" and "The core of the problem" - "

2005 - up to now, a Lead Researcher of the Dept. of Applied Mathematics of the Russian State Social University.

    Professional skills and interests - IT initiatives in Russia for defense conversion and civilized businesses in Russia & CIS (developing Internet tools of early-warning systems and business security networking, monitoring & evaluation over "grey zones"). The author of three books "Social and Mathematic Tools of Public Security Monitoring & Evaluation for Russian Regional Subjects", Moscow 2006; "International Terrorism: New Approaches of Russian Scientists (Relevant Issues of Public Prevention of Terrorism), Moscow, 2007 (pp.328);
- a monograph "Public Security: History with Mathematics" (forthcoming in 2008), pp. 750.
               Other skills: Fluent English, excellent communicator and organizer, active user of computer programs (Windows, INTERNET searching software), a driving license.
Marriage status -Kulikova-Lukova, Elena, 1970, a wife; two daughters - Olga (24, married) and Polina (9 year old).

In the 1990s and early 2000s, Dr. Vladimir Lukov conducted a set of projects on the role of Military Electorate, Military Criminality and Military Regionalism in election processes in the Russian Federation. Results were published in several working papers at conferences of the International Political Science Association and the US All-University Seminar on Armed Forces and Society.
At the Institute of USA and Canada Studies of the Russian Academy of Science Dr. Vladimir Lukov finished a work on Radiological Terrorism prevention which was partly reported at the Conference on Counter-Terrorism in November 2004 (
